The United Kingdom and the United States have forged a landmark bilateral deal that will keep no duties on UK pharmaceutical products entering the US market.

The Terms of the Accord

As part of the deal, the UK has agreed to increase funding on medicines through the NHS. This commitment ensures that import taxes on these vital exports will be held at nothing for a period of 36 months.

This agreement is in response to previous warnings to significantly raise duties on branded drug imports, with potential rates discussed up to double the cost.

"This agreement with the UK strengthens the global environment for cutting-edge drugs and establishes much-needed equity to American-British drug exports," a release said.

Commercial Impact

Drugs represent one of the Britain's biggest goods shipped to the US, which is clearly the primary market for leading companies like GSK and AstraZeneca.

Export figures reveal that in the year to the end of the third quarter, the UK sold pharmaceutical products worth £11.1bn to the US. This amount represented a significant portion of British export trade in that timeframe.

"This deal secures work, increases capital expenditure and sets the stage for the UK to become a international leader for biotech and pharma," a government official commented.

Specific UK Commitments

The deal entails several specific changes from the UK:

  • Revised Affordability Limit: The UK will increase the price threshold at which it judges new medicines to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a target to double total public funding on drugs from 0.3 percent of GDP to 0.6% over the next decade.
  • Refund Ceiling: The sum pharmaceutical firms must pay back to the NHS to prevent overspending will be capped at fifteen percent. In the past, repayments exceeded twenty percent.

Industry Background

The deal follows a ongoing dispute between the drug companies and the ministers over medicine costs and regulatory access.

The disagreement were heightened by claims that US patients were paying several times more for the same drugs than people in the UK and Europe.

In recent months, several significant pharmaceutical investments in the UK have been delayed or abandoned, while multi-billion-dollar investments have been directed toward projects in the United States.

A senior figure acknowledged that the NHS had to invest a greater share on treatments, noting that its expenditure on drugs had declined as a share of its resources over the previous ten-year period.
