Sheff Wed Faces Major Issues, Says New Football Authority

'We will play a key role in football's future' - independent football regulator the new chairman

The team's current difficulties constitute a "major concern" and the football regulator is aiming to acquire authority to investigate clubs in such situations, the recently named head David Kogan has declared.

In a wide-ranging interview, the chairman, who was recently selected, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporter groups representing the football team this week.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on multiple instances, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"The club represents one of the iconic names for English football and in recent days we have met supporters' organizations.

"We are seeking authority... which will allow us to have the club and similar situations referred to us if they require examination and acted upon."

Economic Challenges and Proprietorship Status

The club's controversial proprietor the Thai businessman suggested earlier this year he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in spring months led to sanctions by the league officials in summer, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Authority's Position

Kogan said: "The position was created for the supporters of Wednesday, Bury or any football club where people are committed to a regional establishment that has existed throughout their lifetimes in many cases.

"I completely understand the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the supporters."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is commence engagement with an specific team, an specific proprietor, without being in a position to cooperate with that proprietor to address the problems affecting the organization and the chairman's encountering," the chairman stated.

"In actuality, when you examine the past of the game, over the recent generations there have been particular chairmen, few in number, but some who have been irresponsible in the approach they have taken toward their teams and eventually decline to assume obligation for the coming years."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to lay out the remit of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "high level of engagement" from the lower divisions to the top flight.

"It's a job that's actually really important, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made could disappear rapidly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Substantial financial resources flowing into the game and has been invested for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the coming seasons."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I'm absolutely committed to the prosperity and expansion as an financial organization of the Premier League.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of this country. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a significant confidence."

Ideological Links

The chairman continues to confront a "full inquiry" by the official appointments authority after he revealed he contributed money to the political party in recent years.

The 68-year-old contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any sort of politics."
